Does any have any biographical info on a composer named Iskandar Nano? He is the composer of the Samai Saba in one of Jamil Bashir's oud course books

I just found another score of this piece. Does anyone know anything about Iskandar Nano? Was he Arab? Turkish/Ottoman?
