if it's a brand new sukar, give it a couple of days- these ouds are designed to take on their true action heights after they've been strung for a
little while- my new 14 took about two days and then became perfect
if it's not new, you can adjust the neck- loosen the strings enough that you can reach inside- find the wingnut at the base of the neack, and loosen
it just a tiny bit- then tune the oud again and see if you like the new action height
