This beautiful piece is in maqam Rast with a very interesting modulation to Sikah Baladi (sounds like 'Persian Hijaz' style, also similar to Turkish Hijazkar).

segah baladi is a difficult maqam to understand, i think you should think of it as segah and not hijazkar or anything else, only that way you can capture it's flavor. plus the scale is not like hijazkar. if starting on C the scale is C D-b- E-b- Fb[E], the fourth degree is lower, just as in segah on E-b- the fourth is Ab.

Another nice example is this rast taqasim by Avraham Salman, full of interesting modulations, at 4:00 he goes into segah baladi.

I totally agree, the maqam is really Segah transposed to nawa (or another note), not the Hijaz family.

I just stumbled upon the concert video recently, and found the modulation very effective and interesting.
I was thinking 'this sounds like Shadaraban (or Hijazkar) but the intonation sounds like Sikah Baladi'.
Although the tuning is different to Persian Homayoun / Charagah is sounded quite 'Persian' to me in its flavour.

I have the Avraham Salman CD too, it is a wonderful album.

I also really like the song 'Chams Al Assil', also sung by Oum Kalsoum.
This has been a favourite for some time.
The piece modulates from Hijazkar to Sikah Baladi and back.
