Any Info on Iskandar Nano? / إسكندر نانو


Does any have any biographical info on a composer named Iskandar Nano? He is the composer of the Samai Saba in one of Jamil Bashir's oud course books (see attached). Here is a YouTube vid of a performance of the piece (in Tunisia, I think): https://www.youtube.com/watch?v=jLjNor1Ccto

I just found another score of this piece. Does anyone know anything about Iskandar Nano? Was he Arab? Turkish/Ottoman?
