Question on sanding tortis pick

I just received my blank NewTortis picks. I have sanded them down, and I feel like it makes too much of a clicking noise. Am I supposed to sand it down to the point where the pick is rubbery feeling and has a memory effect or is it clicky because I have sanded it down too much? Any help?
